Development of Measurable Indicators
To ensure effective and efficient tracking of public spending on education and health, we develop key measurable indicators unique to each district. The indicators were developed using two main district assembly documents - MTDP (2010 – 2013)on health and education and health and education budgets. 
After, review of these documents, literature review on past health and education districts projects, programs, initiatives, focus group discussion, we came out with tracking indicators set.For Abura-Asebu-Kwamankese District six (6) indicators were developed for health and four (4) for education and Kassena-Nankana East District nine (9) for health and three (3) for education.  

The project seeks to measure each indicators against progress made in the two thematic areas. In terms of measurement, each indicator is assigned 100% bench mark thereafter a basket of variables are measured against this benchmark, the indicator with a best performance is assigned 100% and the one with worst performance is assigned 0% , with other performance measured in the range of 0-100%.
